USL’s Services and Commerce congress meets today: contracts reshaping paychecks on the agenda

Federation led by outgoing secretary Marco Santolini reviews four years of activity as it renews leadership bodies

A day of congress for the Services and Commerce Federation of the Unione Sammarinese Lavoratori (USL), which today, Thursday 17 September, takes stock of the past four years and renews its leadership bodies. The federation, led by outgoing secretary Marco Santolini, represents workers in services, commerce, bars, hotels, restaurants and canteens, including the banking sector.

The congress comes at the end of an intense year for these sectors: four contracts were renewed in 2026, all signed by CSdL, CDLS and USL together with employers’ associations.

The most recent, signed on 8 September with USOT, OSLA and USC, covers bars, hotels, restaurants and canteens. It provides for increases of 1.7% for 2025, 3% for 2026 and 1.8% for 2027, with back pay included in October’s wages. The most eagerly awaited change will take effect from 1 January 2027: one hour less of work per week, with no change in pay.

In May, the contract for commerce and tourism-related commerce was renewed, with a 3% increase for each year from 2025 to 2027. The services contract, signed in February with ANIS and OSLA, runs until 2029 and brings overall increases of 13.3%, with a first inflation review scheduled for January 2027. For insurance agencies, the increase amounts to 13.7% over five years.

Some issues remain unresolved. For three out of four contracts, the outcome of the workers’ referendum — required for the agreements to apply to everyone — is not yet known. As for the banking contract, which expired at the end of 2025, no signed renewal has yet been reported.

The Services and Commerce congress takes place just days before USL’s 5th Confederal Congress, scheduled from 23 to 25 September at the Welcome Hotel in Dogana, under the title «Eighteen years of the Union, on one side only, the side of the people».
