A delegation from the Grand and General Council (Consiglio Grande e Generale) is taking part in Andorra in the 19th Conference of Presidents of Parliament of Europe’s Small States, scheduled for today, 14 September, and tomorrow. Representing the Republic of San Marino are councillors Michele Muratori, as head of delegation, and Andrea Menicucci.
“A Council Delegation from the Republic of San Marino, made up of Councillors Michele Muratori (Head of Delegation) and Andrea Menicucci, will take part in Andorra in the 19th Conference of Presidents of Parliament of Europe’s Small States,” reads a statement from the Institutional Secretariat Office.
Taking part in the gathering are Presidents of Parliament and representatives from Cyprus, Liechtenstein, Luxembourg, Malta, Monaco and Montenegro. The conference continues a dialogue built up over the years among Europe’s small countries and follows the 2025 edition, hosted in Cyprus.
Three main themes are at the heart of the proceedings. The first concerns “The role of parliamentary diplomacy in the current European and international context.” Discussions will then focus on “Strengthening and rebalancing relations between executive and legislative power and their impact on contemporary democratic systems” and on the “Challenges, risks and opportunities of artificial intelligence in parliamentary activity and in the functioning of democracy.”
The two-day event, the statement continues, “aims to continue the constructive dialogue on matters of common interest among the highest representatives of the parliaments of Europe’s small states.” The goal is to strengthen cooperation among the different countries through the exchange of experience and the search for common positions.
In particular, the conference aims “to reinforce existing ties, foster mutual understanding and the exchange of experience, and build a network of relations that allows small states to pursue meaningful forms of cooperation and develop shared positions, with a view to making an effective contribution on the international stage.”
During the event, a Memorandum of Understanding between Europe’s small states is also set to be signed. Proceedings will close with the adoption of a Joint Declaration and a press conference on the results achieved, attended by all the delegations present.
