San Marino launches trial phase of new Icee family income indicator

A new declaration requirement for families marks the start of a 12-month testing period before the system takes full effect.

The trial phase of the Icee, the new indicator designed to assess the economic situation of San Marino families and allow the State to fine-tune its welfare measures, began on 1 October.

For now, however, nothing changes in terms of access to benefits or the amounts granted. The next twelve months will be used to gather data, run simulations and understand how the new system behaves before it is fully implemented.

For some citizens, though, a concrete change is already here: the Income and Asset Declaration (Dichiarazione reddituale e patrimoniale, Drp). It will need to be submitted for certain applications, including the right to education, the supplementary family allowance, the minimum income scheme and social tariffs, as well as registration on job placement lists.

The Congress of State (Congresso di Stato) has also provided clarification regarding deadlines. For benefits involving a financial payout, the Drp may be submitted up until the moment the payment is actually disbursed. The aim is to prevent this new requirement from delaying or blocking access to such measures.

The situation is different for job placement lists, where no financial payout is involved, meaning the same mechanism cannot be applied in the same way.

Meanwhile, the trial remains under close observation. On 13 October, the Observatory — which brings together political and social representatives — will meet again to take stock of the new system’s first steps.
