Two Instances approved, a third that doesn’t close the matter but opens a new path forward. The PSD (Party of Socialists and Democrats) draws its conclusions after the debate in the Grand and General Council on Arengo Instances 47, 48 and 49, dedicated to gender transition and the recognition and protection of same-sex parent families. For the party, the outcome is positive, but the message is clear: the commitments made in the chamber must now become facts.
“Arengo Instances no. 47, 48 and 49 brought different issues to the chamber, but ones linked by a common thread: the recognition of people, of children, of family relationships and of the responsibilities that already exist in everyday life,” stresses the Party of Socialists and Democrats, which expressed satisfaction with the outcome of the debate. Two of the three Instances were approved, while on the third a shared motion was passed, backed by the PSD, the PDCS, AR and independent councillors Cecchetti and Pelliccioni.
One of the fronts concerns gender transition. “San Marino must finally equip itself with clear regulations. This is not simply about changing a name or a detail on documents. Behind that step lies a person, with their own identity and a journey that deserves to meet clear rules, protections and respect from the State,” the statement reads.
The other major chapter concerns same-sex parent families. On this point, the PSD starts from what it considers a very simple fact: these families already exist, and with them exist children, affection and daily responsibilities. “When reality moves faster than the law, politics has a duty to ask itself how to provide certainty and protection for situations that life has already created,” the party argues.
The PSD therefore considers the approval of the Instance on the registration of birth and adoption certificates issued abroad to be an important step. More complex was the debate on parental responsibility, where differing positions emerged. It is precisely here that the approved motion comes into play: it will need to be established which protections are already possible under current rules and where, instead, new regulations are needed. The deadline set is February 2027, by which time the work must return to the institutional table with concrete answers.
For the PSD, then, the bulk of the work begins now. “The PSD will closely follow every stage ahead: from the regulation of gender transition to the recognition of birth and adoption certificates issued abroad, all the way to the protection of children in same-sex parent families.”
And the closing lines of the statement set out the roadmap in black and white: “The deadline is February 2027. The Arengo Instances have opened doors. Now they must be walked through — with laws, with the necessary measures, and with results that truly change people’s lives. The PSD will do its part to ensure the commitments made in the Council become facts.”
