The signing of the Association Agreement between San Marino and the European Union is expected between the end of September and the first half of October, with the latter option currently appearing the more likely. The goal remains to swiftly complete the subsequent steps in order to achieve, technical timelines permitting, provisional entry into force as early as 1 January 2027.
Foreign Secretary Luca Beccari provided an update today to the Foreign Affairs Committee. The final date must be agreed upon by San Marino, Andorra and the European Commission, and should be set in the coming days. Before the signing can take place, the process by which member states grant the necessary powers to their permanent representatives must be completed — a technical step that requires at least eight weeks from the Council’s final decision. The process is proceeding without delays.
Complicating the calendar are the United Nations General Assembly, which will keep both Beccari and Andorra’s prime minister busy, along with their respective institutional agendas. For this reason, the first half of October is currently considered a more realistic window than the final days of September.
Beccari also ruled out any issues on the Andorran side. Following talks held today with Andorra’s prime minister, the Secretary reported that there is no intention whatsoever to postpone or slow down the signing. The Principality must contend with its own internal political dynamics and the approaching election campaign, but cooperation with San Marino continues according to the agreed schedule.
