ECRI gives green light to San Marino’s anti-bullying measures in schools

The European Commission against Racism and Intolerance confirms San Marino has fully implemented its recommendations on school bullying and cyberbullying.

The European Commission against Racism and Intolerance (ECRI) has judged the recommendations issued to San Marino on preventing bullying and cyberbullying in schools to be fully implemented.

The assessment is contained in the monitoring report published on 30 October, released on the eve of the International Day against Violence and Bullying at School, which UNESCO marks on 5 November.

This year’s theme is “Every learner safe and well: From promise to practice”, a call to turn commitments on student safety and wellbeing into everyday action.

San Marino has introduced a delegated decree and an operational protocol common to all schools in the Republic. Law enforcement, healthcare services and social-health services also take part in the working group dedicated to preventing and tackling bullying and cyberbullying.

The aim is to spot early signs of distress and coordinate interventions effectively.

The initiatives involve both young people and families, focusing on dialogue, relationships and the ability to recognise one’s own emotions.

“This recent and authoritative recognition from ECRI confirms that we are on the right path and rewards essential teamwork,” said the Secretary of State for Education, Teodoro Lonfernini. “This, mind you, does not mean conflicts should not exist: it means being able to clearly distinguish between a normal, age-related conflict and what instead amounts to bullying or cyberbullying.”
