San Marino rolls out online work certificates and preliminary opinions on hiring incentives

The Labour Office launches two new digital services to simplify procedures for citizens and businesses.

Requesting a work certificate without going to the counter, and obtaining a preliminary opinion online on incentives for a new hire. These are the two new services introduced by the Labour and Active Employment Policies Office (ULPA), as part of the simplification drive carried out by the Secretariat of State for Labour and the Department of Labour and Cooperation.

The new services rely on two tools: the Online Applications portal, known as IOL, for certifications, and the Labor application, for requests for a preliminary opinion on employment incentives. The goal is to cut down on travel, simplify procedures and make the handling of applications more orderly and traceable.

Which certificates can be requested online

Citizens and businesses can submit requests through the “ULPA – Labour and Active Employment Policies Office” section of the IOL portal. To use the service, registration with the Public Administration’s Online Services Portal is required.

For individuals, the available documents include the employment history certificate, the employment status certificate, the non-employment certificate, and the certificate of enrollment on the job placement lists.

Businesses, meanwhile, can request, among others, the summary numerical employment plan, the certificate listing employees’ names, duties and job levels, and the one certifying compliance with mandatory employment obligations.

Requests are processed electronically, and documents are issued in digital format, with tools available to verify their authenticity.

Email and in-person service remain available during the trial phase

The transition to the new services will be gradual. During an initial trial phase, a dual-channel system will remain in place: alongside applications through the IOL portal, it will still be possible to request certifications by email or directly at ULPA counters.

This transitional phase is designed to help users get accustomed to the platform, ensuring continuity and support. The Secretariat of State, the Department and the Office nonetheless encourage applicants to favor the online channel whenever possible, in order to promote the spread of digital procedures and reduce the number of in-person visits.

The trial period will also make it possible to test how the services function, gather feedback from citizens and businesses, and introduce any necessary improvements.

Hiring incentives: preliminary opinions now available through Labor

The second innovation concerns businesses looking to assess access to employment incentives. Through a dedicated section of the Labor application, employers can submit an online request for a preliminary opinion.

The service provides a preliminary assessment of eligibility for incentives, based on the required criteria and the characteristics of the worker involved. This step gives companies useful information for planning hires and evaluating the incentives available to them.

For ULPA as well, the move to digital management aims to make the review of applications more organized, improving the traceability of files and the consistency of procedures. The opinion concerns eligibility for incentives and therefore serves as a preliminary tool to guide companies’ employment decisions.

More information available on social media too

The invitation to use IOL and Labor extends to citizens, professionals, labor consultants and businesses. The new services are part of a broader effort to make interactions with public offices simpler and more accessible.

This will be accompanied by a strengthened communication strategy. ULPA intends to make greater use of its official Facebook and Instagram pages, sharing updates on services, operational news and information of interest to workers and businesses.

These social media platforms will complement existing information channels, with the aim of raising awareness of the opportunities offered by the Office and how to access them.
