Starting October 1, 2026, San Marino will launch the experimental phase of the ICEE, the indicator designed to assess the economic condition of family households. The trial will run for one year. Completing the regulatory framework for its launch is a resolution adopted by the Congress of State (Congresso di Stato) during its session on September 22, as announced by the Secretariat of State for Internal Affairs.
During the trial period, anyone applying for certain benefits or services will need to submit, in addition to the documents already required, the Income and Asset Declaration (Dichiarazione Reddituale e Patrimoniale, DRP), which is necessary to calculate the ICEE. The declaration can be completed through the IOL service on the GOV portal.
The declaration will accompany applications for benefits related to the right to education, the supplementary family allowance, enrollment in employment placement lists, the minimum monthly family income, and social rates for domestic utility users.
For citizens, the key distinction is this: the DRP will be required, but the ICEE value will not yet be used to determine whether a benefit is granted or how much will be paid out. “During the test period, the ICEE value will not determine access to benefits or their amount. Benefits and services will continue to be granted according to the criteria currently in force,” the Secretariat clarifies in its statement.
The data collected over the course of the year will help the Administration evaluate how the indicator performs and subsequently define criteria and access thresholds for the various benefits, ahead of its full implementation.
