A direct alert to employees whenever their employer fails to pay social security contributions on time. The new system will come into force in San Marino from 1 October 2026, and ahead of its launch, the Social Security Institute (ISS) is inviting all employees to register or update their contact details on the ARPA portal by 15 September.
“Updating your details is necessary in order to receive notifications about unpaid social security and welfare contributions,” the ISS explains. The new service implements Law 158/2025 and Regulation No. 24 of 7 August 2026, which sets out how the Institute must inform employees in the cases provided for by the legislation.
Specifically, starting 1 October, the ISS will send a notification via email or SMS whenever an employer has failed to pay the full amount of social security contributions due for three months, even if not consecutive. The mechanism will apply to both the first pension pillar and FONDISS.
In the first phase, the checks on unpaid contributions carried out by the Office up to 31 August 2026 will be taken into account. “The first communications will concern positions relating to the February-March 2026 bimester, as well as cases in which an already agreed installment plan has not been honored,” the Institute specifies.
The actual details will not be included in the SMS or email itself. The communications will instead be published in a dedicated section of the ARPA portal, where each employee will be able to check the months for which their employer appears not to have paid contributions.
“Once a communication becomes available on ARPA, the employee will receive a notification at the email address or mobile phone number provided on the portal,” the ISS further explains. The message will then prompt the person concerned to log into the platform to view the details.
Hence the 15 September deadline: by that date, employees are urged to log into ARPA and enter or verify their email address or mobile phone number, so that notifications can be sent correctly.
To use ARPA, prior registration with the Public Administration Services Portal is required. For non-resident workers holding an ISS code, a simplified procedure has also been introduced using SMaC data, replacing the identity documents previously required, allowing them to independently register and manage their profile.
