A contribution of €1,000 for every child born or adopted. The Grand and General Council (Consiglio Grande e Generale) has given the green light to the new baby bonus, one of the measures included in the law to support families and counter the country’s declining birth rate.
The bonus applies to every child born or adopted from 1 January 2026 and is intended for the children of residents or of holders of an ordinary residence permit. To qualify for the contribution, the annual per capita income of the household of the parent submitting the application must be below €25,000 net. Family allowances and income attributable to the value of the primary residence are excluded from this calculation.
The Government also put forward a technical amendment to the measure, which was subsequently approved, in order to clarify how income is to be calculated. Secretary of State Stefano Canti explained that the changes had been requested by the ISS Benefits Office (Ufficio Prestazioni dell’ISS) to make the rule easier to apply and to simplify disbursement of the contribution.
Debate in the Chamber focused mainly on the €1,000 amount and on the income threshold. The opposition called for the bonus to be increased or for the pool of beneficiaries to be widened further, while the majority stressed that the measure should be viewed alongside the other initiatives envisaged by the new family law.
At the end of the debate, Article 26 was approved, thereby incorporating the baby bonus into the new package of support measures for San Marino families.
