The Grand and General Council (Consiglio Grande e Generale) reconvenes today to continue its September session. The day promises to be particularly intense, with the family law once again at the centre of proceedings and, in the afternoon, one of the most significant institutional events on the calendar: the nomination of the Captains Regent for the coming six-month term.
The Chamber will sit from 9am to 1.30pm, picking up from Article 26 of the family law, which comprises 36 articles in total. Currently on the table is a €1,000 “baby bonus” for every newborn child or adopted child of San Marino citizens, residents, or holders of an ordinary residence permit. The contribution will be subject to an income threshold: household income per capita must be below €25,000.
At 5pm, proceedings will resume with the nomination of the Captains Regent for the six-month term running from 1 October 2026 to 1 April 2027. The names put forward are William Casali for the Christian Democratic Party (Pdcs) and Gerardo Giovagnoli for the Socialist Party (Psd).
The official speaker for the investiture ceremony on 1 October has also already been confirmed: Imma Tor Faus, Andorra’s Minister of Foreign Affairs. The choice carries particular significance at this decisive stage in the process toward an Association Agreement with the European Union, which San Marino and Andorra have been pursuing in parallel.
On the political front, several issues remain unresolved. The majority coalition has also been discussing the three Arengo Petitions (Istanze d’Arengo) put forward by the Associazione 121, which concern, among other things, gender identity correction on official documents and the recognition of children born to same-sex parents. These are topics on which the governing parties hold differing views, while the Rete movement has already announced its support for all three petitions.
