Declining birth rate and family support: proceedings of Kursaal conference published

The Secretariat of State for Justice, Welfare and the Family has released the full proceedings of the November conference on demographic decline and family policy.

The proceedings of the conference dedicated to declining birth rates and family support policies have been published in San Marino. The event was held on 24 November 2025 at the Kursaal Congress Centre under the title “Safeguarding the present to build the future: focus on the family”.

The publication, curated by the Secretariat of State for Justice, Welfare and the Family, brings together the speeches and proposals that emerged during the meeting, which focused on the challenges linked to the falling birth rate and on tools to support parenthood.

Among the materials included is Law no. 141 of 23 September 2026, which introduces new measures in support of families, maternity and birth rates, amending the 2022 legislation. Slides illustrating the various initiatives and support tools are also available.

The aim is to provide institutions, professionals and citizens with a comprehensive overview of family policies and the proposals discussed, taking into account the legislative developments introduced in the months following the conference.

Secretary of State Stefano Canti reaffirmed the need to tackle demographic decline through coordinated action and long-term planning.

“It is essential that we work together to create conditions favourable to the choice of having children and to the fulfilment of life plans, strengthening support for families and promoting policies capable of responding effectively to the demographic and social challenges of our time.”
