The Grand and General Council (Consiglio Grande e Generale) has ratified the decree on social tariffs, with 35 votes in favour and none against. For families with a per capita income below €9,000, the discount on water, electricity and gas bills stands at 50 percent. The decree also includes a free internet subscription. When calculating income, households can deduct rent payments of up to €4,000 or, for those with a mortgage on their primary residence, the interest paid.
The Secretary of State for Labour, Alessandro Bevitori, reported that 42 applications have been authorised for 2026, while a further 91 requests are under review for access to the benefits starting in 2027. Bevitori announced his intention to link access to social tariffs to the ISEE (the Equivalent Economic Situation Indicator) as early as next year. On this point, several councillors highlighted the difficulties citizens face in filling out the required forms.
Support for low-income families has also won backing from the opposition. Repubblica Futura acknowledged the usefulness of the decree but noted that the rising cost of living is also weighing on households that exceed the income threshold, with price increases extending well beyond utility bills. Members of the majority also raised the issue of energy self-sufficiency, citing projects such as the Visano photovoltaic plant, which could cover between 7 and 8 percent of San Marino’s energy needs.
