Giochi del Titano affair: RF questions government over lack of information to council groups

Repubblica Futura has filed a formal inquiry with eleven questions demanding written answers from the State Congress on the investigation involving Giochi del Titano.

Repubblica Futura has asked the State Congress (Congresso di Stato) for a written response regarding the investigation involving Giochi del Titano. The group has filed a formal inquiry containing eleven questions aimed at establishing what information the government received, what action it took as sole shareholder, and how it intends to verify the company’s system of internal controls.

The move follows operation “Mani d’oro” carried out by Italy’s Guardia di Finanza in Ravenna, which, according to Repubblica Futura, gave rise to the investigation into the company made public on 2 October 2026, in which senior operational figures are reportedly under investigation.

“To date, neither the State Congress nor the Secretary of State for Finance have provided any information to the council groups,” Repubblica Futura states.

The group highlights the State’s responsibility in overseeing the publicly owned company: “This is a very serious matter, given that the investigation involves, among others, the Chief Executive Officer—a board member appointed by the government—and concerns a company wholly owned by the State. It is unclear whether the State, as sole shareholder, gave the company any instructions during the shareholders’ meeting.”

The first part of the inquiry seeks to reconstruct when and how the Congress was informed of the investigation, the searches, the seizures and the precautionary measures. RF also asks whether the government was already aware of the investigation being carried out in Ravenna, requesting formal written evidence.

Regarding the relationship between the State and the company, the group wants to know whether a shareholders’ meeting has been held since 1 October and, if so, requests the minutes. It also asks for copies of any formal communications exchanged during the same period between the State Congress and Giochi del Titano.

Other questions concern the appointment of lawyer Valentina Gatti, identified in the inquiry as the company’s legal counsel. RF asks whether she has any family ties to members of the State Congress and how the appointment was made—whether following consultation with the Bar and Notary Association (Ordine degli Avvocati e Notai) or on the shareholder’s instruction. The group is seeking clarification and formal evidence on these points.

The inquiry also raises the issue of rules governing consultancy appointments, asking “whether the appointment of consultants to Giochi del Titano must comply with the company’s code of ethics or that of the State Congress, in cases involving individuals with family ties to members of governing bodies such as the shareholders’ meeting or the board of directors.”

Attention then turns to the audit announced by Secretary of State Luca Beccari on 6 October. RF asks what exactly this commitment to a thorough review of the company’s internal controls entails, and whether a third party has already been identified to carry it out.

The group also asks “whether the State Congress has held discussions with the Gaming Authority (Ente Giochi) to assess whether the controls and oversight of the company are adequate (written evidence is requested).”

The final two questions concern any prior warnings: Repubblica Futura wants to know whether, during the course of the year, the company’s leadership had informed the Congress of any irregularities, and whether the Financial Intelligence Agency (Agenzia di Informazione Finanziaria) had reported any irregularities concerning Giochi del Titano to the government.
