ANIS, OSLA and UNAS, together with the trade unions CSdL, CDLS and USL, have signed the consolidated text renewing the Private Construction Contract, valid for the 2026-2028 three-year period. The agreement, signed on Thursday, July 30, sets out the economic adjustments and a series of measures benefiting workers in the sector.
On the pay front, the contract provides for a 3% increase in 2026, followed by rises of 2.10% in 2027 and 2.10% in 2028. Starting January 1, 2027, an additional seniority increment will also take effect, applying to both manual workers and salaried staff.
The agreement also introduces changes to contributions paid into the Construction Fund (Cassa Edile). From September 1, 2026 to December 31, 2029, the contribution earmarked for study-leave and union-leave entitlements will be suspended. At the same time, the company contribution to the Guaranteed Wage Fund is extended until December 31, 2029, after which it will be reduced from 3% to 1.75% starting January 1, 2030.
Among the other new measures is an expansion of the financial benefits provided by the Construction Fund to employees, with increased contributions for medical expenses, diagnostic tests, healthcare treatments and university tuition fees for employees’ children, along with other forms of support.
The agreement must now follow the procedure set out under Law No. 59 of 2016 on representativeness, which requires a referendum among all private construction workers, who will be called upon to give final approval to the contract renewal. A referendum on the employers’ side, however, will not be necessary, since ANIS, OSLA and UNAS together represent companies employing roughly 80% of the sector’s workforce.
