San Marino’s new law on family, motherhood and the birth rate has crossed the finish line and will become fully operative from 28 September. Law no. 141 of 23 September 2026 has now been published, amending the 2022 legislation and introducing new measures to support families and parenthood. The publication and its effective date are also recorded in the official archive of the Grand and General Council (Consiglio Grande e Generale).
The measure concludes a process that began with the presentation of the bill on 3 March, which then passed through the fourth Permanent Council Commission before reaching its second reading during the September session of the Grand and General Council. Attention now turns to the practical implementation of the new provisions and to informing citizens who will be able to access the measures on offer.
The State Secretariat for Justice, Social Security and the Family has announced the creation of a Family Information Point at UPOBIS, which will provide assistance and guidance on the new legislation. Its opening date will be announced once the necessary procedures have been completed. In the meantime, citizens can request information and clarifications from the Secretariat via a dedicated email address set up to support the rollout of the new measures.
A second event has already been scheduled for Thursday 8 October at 8pm at the Sala Montelupo in Domagnano, where a public evening will be held specifically dedicated to the new law. The main contents of the measure and how it will be applied will be presented, with room for questions from citizens and clarifications on the benefits available.
“The definitive approval of this law,” notes Secretary of State Stefano Canti, “represents an important step in strengthening policies to support families, motherhood and the birth rate. Now begins the equally important phase of putting it into practice. That is why we consider it essential to provide families with clear information, guidance tools and direct dialogue with the institutions.”
The Domagnano meeting will be precisely the occasion to get into the practical details of the new provisions. “The meeting on 8 October will be a valuable opportunity to present the new provisions, listen to citizens’ needs and answer their questions. The goal is to accompany the launch of these new measures with care and responsibility, so that they can be fully understood and accessible to families,” Canti concludes.
