Sixteen thousand euros to build the campaign explaining the Association Agreement with the European Union to San Marino’s citizens. The Congress of State has given the green light to a consultancy contract with Evolvency Srl, tasked with developing an institutional communication plan aimed at the public.
The operation is formalized in resolution number 17 from the Congress of State session held on 4 August, which authorizes total spending of 16,000 euros.
The campaign has been named “San Marino Europa – Informare per scegliere” (“San Marino Europe – Informing to choose”), with the government’s stated goal being to explain to citizens exactly what the Agreement entails and what consequences it may bring.
The resolution states that the Secretariat of State for Foreign Affairs intends to carry out “an institutional communication and information campaign aimed at citizens,” designed to “clearly, uniquely and accessibly illustrate the content and effects of the Agreement.”
The communication effort will accompany one of the most delicate phases of San Marino’s European path. The project must be ready in time for the signing of the Association Agreement and must cover both the period before and after the signature.
The Congress specifically emphasizes “the need for this information campaign to be implemented in time for the signing of the Association Agreement, taking into account both the pre- and post-signing phases.”
To carry it out, Palazzo Pubblico has decided to turn to an external partner.
The same resolution explains that this involves “specialized activity that the Administration is not independently capable of carrying out using its own resources.” Hence the decision to entrust the consultancy to Evolvency Srl.
The Congress of State has therefore authorized the director of the Department of Foreign Affairs to sign the contract terms with the company, according to the text filed with the session’s official records.
The total cost will amount to 16,000 euros, described in the resolution as an “all-inclusive fee for the services to be provided over the course of the assignment.”
The funds will be drawn from the budget line “Costs for relations with and implementation of agreements with the European Union,” through commitment number 3605 of the current financial year.
The communication machine on the Association Agreement is thus set in motion: an institutional campaign entrusted to an outside firm and funded with 16,000 euros in public money, designed to guide San Marino’s citizens toward the signing and through the period immediately following it.
