From today until 2 October, the fourth 2026 session takes place. Opening proceedings are two requests for an urgent debate, on Ceuta and on the attacks against the LGBT+ community in Turkey.
The San Marino Council Delegation to the Parliamentary Assembly of the Council of Europe, made up of councillors Giulia Muratori and Nicola Renzi, is taking part in the fourth 2026 session, scheduled to be held in Strasbourg from 28 September to 2 October.
The proceedings open with two requests for an urgent debate: the targeted attacks on the LGBT+ community and the rights of its members in Turkey, cited as a further sign of democratic erosion, and “Ceuta under attack: migration as a weapon and government failure.”
Justice features prominently throughout the agenda. The Assembly will address the growing threats to the International Criminal Court, its judges and its officials, as well as the effective implementation of European Court of Human Rights rulings concerning Russia, including the payment of awarded compensation. The debate also extends to safeguarding media pluralism and independence.
The plenary session will discuss measures for a more family-friendly Europe, including policy recommendations to support demographic renewal, Europe’s status as the fastest-warming continent and the need to accelerate climate action alongside young people, and the role of the OECD in assessing the impact of artificial intelligence on the future of work.
Two further items concern the treatment of veterans in Europe, including a proposed dedicated support system for Ukrainian service members left disabled by the conflict with Russia, and the role of diasporas and migrants in fostering social cohesion and democratic participation.
Speakers scheduled to address the plenary include the President of the European Court of Human Rights Mattias Guyomar, the Secretary General of the Council of Europe Alain Berset, German Foreign Minister Johan Wadephul and the President of the Portuguese Republic António José Martins Seguro.
As part of the communication from the current Chairmanship of the Committee of Ministers, further remarks will be delivered by the Minister of Foreign Affairs and Cooperation of the Principality of Monaco, Isabelle Berro-Amadeï, and by Prince Albert II of Monaco.
