San Marino-EU association agreement: how Italian and international press covered the historic signing

Italian and foreign media reported widely on the signing of the San Marino-EU Association Agreement, highlighting the decade-long negotiations and what comes next.

The signing of the Association Agreement between San Marino and the European Union has made headlines across Italian and international press. The milestone, reached on Monday, 19 October in Brussels after more than a decade of negotiations, has been covered by news agencies, newspapers and financial outlets alike, with particular focus on what it means for the Republic’s future.

Ansa describes a long-awaited moment finally reached, devoting extensive coverage to the ceremony in Brussels as well as the celebrations held on Monte Titano, where citizens and institutional representatives gathered at the Kursaal to follow the signing live.

The agency places particular emphasis on San Marino’s entry into the European single market, which opens up new possibilities for cooperation in research, education, the environment and financial services. It also gives space to statements by Secretaries of State Alessandro Bevitori and Andrea Belluzzi, who highlight both the economic opportunities and the challenges linked to competition.

Il Sole 24 Ore, through its blog In cerca di idee, focuses instead on the scope and content of the deal. The piece notes the agreement’s 2,460 pages, divided into protocols and annexes, alongside the signing of the amendment to the Monetary Convention. Attention is also drawn to the institutional steps still required before the agreement can be fully implemented.

The news also features on the Dire agency, which retraces the long diplomatic journey spanning four Sammarinese governments and three European Commissions. The report underlines the difficulties encountered during negotiations and the prospects now opening up for businesses on Titano, including those in the financial sector.

Corriere Romagna presents the signing as a historic step for San Marino, focusing on the diplomatic work carried out by Secretary of State Luca Beccari and on the new phase now awaiting the Republic. Among the key themes highlighted are the alignment of Sammarinese regulations with European ones and the need to safeguard the country’s autonomy.

Teleromagna and the Askanews agency also covered the event, pointing to the opportunities it creates for citizens, young people and businesses, as well as the strengthening of ties with EU institutions.

The signing was closely followed abroad as well, particularly by the Spanish press. The Europa Press agency reported on the ceremony, giving particular attention to the participation of Andorra, which shared the negotiating path with San Marino.

Spanish media coverage focuses on the conclusion of the talks and the start of the ratification phase, also reporting statements from Andorran Head of Government Xavier Espot.

A common thread running through the various reports is the opening of the European market to the two small states, accompanied by shared rules, greater investment opportunities and gradual economic integration.

The press, however, also highlights a key point: the signing does not mean the agreement enters into force immediately. Further institutional steps will be required, including the involvement of the European Parliament and the completion of ratification procedures, before the agreement can be fully applied.
