Simona Mazza remains at the helm of the Usl’s Public Employment Federation (Federazione Pubblico Impiego). Her confirmation, which came unanimously at the close of the congress held at the Welcome Hotel in Dogana, immediately opens a new chapter: negotiations for the next public employees’ contract.
Mazza closes out her previous term with an achievement the union is keen to highlight: the renewal of the collective bargaining agreement after a twelve-year wait. At the same time, the Usl has strengthened its standing in the public sector, reaching representation of over 44% and becoming, according to figures presented at the congress, the leading trade union organization in the sector.
But the contract dossier is already back on the table. The previous agreement expired on December 31, 2024, and in the meantime a bridging deal was reached that granted public employees back pay along with an advance payment for 2026. New contract talks will begin on September 30, making it one of the first major challenges of Mazza’s new term.
The congress also turned its attention to the future of public administration. Interior Secretary Andrea Belluzzi recalled the path that led to the contract renewal, while Laura Gobbi, the new director of the Civil Service (Funzione Pubblica), pointed to bringing young people into the public sector and making it more attractive as key priorities going forward. Marcello Forcellini, director of Aass, highlighted the strong participation of employees in training programs: 95% took part in optional, free courses organized outside working hours.
The day opened with testimony from Mattia Ceccoli, a Civil Police officer who was seriously injured in a workplace accident in April 2025. After the recovery process he has undergone in recent months, his goal now is to return to serving the community, this time in an office role.
The afternoon was devoted to union members, giving space to their experiences and to issues arising directly from workplaces. The day concluded with the vote and Mazza’s unanimous reconfirmation, with the new contract already at the top of the agenda.
