From Thursday, October 1 to October 31, applications can be submitted for social tariffs on electricity, gas and water services, valid for the entire 2027. This year, for the first time, the application can also be submitted from home via the gov.sm portal, and eligible applicants can additionally request free home fibre optic connectivity.

The three main new features
New application window: from October 1 to 31, 2026.
For the first time, applications can also be submitted online, through the gov.sm portal by requesting access to the «Refass» service.
The option to request home fibre optic internet connectivity on A.A.S.S.-owned FTTH network infrastructure, free of charge.
A.A.S.S. informs users that, following Delegated Decree no. 117 of August 10, 2026, the calculation parameters for accessing social tariffs have changed. The application window has been moved to run from October 1 to October 31, 2026. The new service will allow applications to be submitted online directly through the www.gov.sm portal, without the need to visit A.A.S.S. offices in person.
Applications for access to social tariffs — covering electricity distribution, gas and integrated water services (ELECTRICITY, GAS, WATER) — can be submitted under Article 4 of Delegated Decree no. 93 of June 6, 2023, as subsequently amended by Delegated Decree no. 117 of August 10, 2026. Please note that eligibility for the benefit requires having completed and validated the Income and Asset Declaration (Dichiarazione Reddituale e Patrimoniale, DRP) for ICEE purposes.
The social tariff is available to domestic users who meet the following requirements:
Income: an annual per-capita household income equal to or below €9,000.00 (nine thousand euros), calculated as the sum of income subject to ordinary taxation, income subject to separate taxation and total exempt income, net of rental expenses for properties used as the applicant’s primary residence (up to a maximum of €4,000.00/four thousand euros) or net of mortgage interest payments, in accordance with point 2, letter a) of Annex A to Law no. 166 of December 16, 2013.
Employment status: all household members who are unemployed (and who are not students or retirees) must be registered with employment placement lists during periods of unemployment, must maintain a proactive attitude in seeking work, and must not have declined any job offers in the previous calendar year or during the entire period the benefit is received, on pain of forfeiture.
How to apply
Online: through the gov.sm portal, by requesting access to the «Refass» service. If needed, applicants can request assistance in completing the application from UCS, the CSdL Consumer Desk, ASIDCO, UNAS, USC, OSLA, USOT, ANIS, the ISS Disability and Residential Care Unit (UOSD), SUMS and Caritas San Marino.
How long does the social tariff last and how is it renewed?
Social tariffs will be valid from January 1, 2027 to December 31, 2027. Each calendar year, applications for social tariffs must be resubmitted within the specified deadlines, with A.A.S.S. subsequently verifying eligibility requirements.
Applicants are reminded that anyone making false or misleading statements is subject to penalties under current criminal law pursuant to Article 24 of Law no. 159/2011, and will forfeit any benefits obtained, pursuant to Article 25 of Law no. 159/2011.
