Rallylegend: traders criticize bans, call for “clear rules”

Unione Sammarinese Commercio e Turismo questions decree-law provisions on alcohol sales and pyrotechnics ahead of the 24th Rallylegend.

Clear rules and precise guidance for businesses. That is the request from the Unione Sammarinese Commercio e Turismo (USCT), which has voiced concerns over the provisions of decree-law 147/2026 issued for the 24th Rallylegend. “We are not asking for exemptions from safety regulations, but for clarity, consistency in enforcement and, above all, certainty for businesses that comply with the rules every day,” the association stressed, also denouncing the unauthorized distribution of food and drink by vendors not subject to the same checks as licensed businesses.

The main point of contention is the ban on selling and serving alcohol between 9pm and 3am, which the association considers damaging for both businesses and customers. USCT is also calling for clarification on who determines the 500-metre radius and on what basis, as well as further details regarding the ban on selling CE-marked pyrotechnic products, including categories normally permitted under national law.

“Safety and public order are shared goals, but they cannot justify sweeping, punitive bans that lack clear, transparent and proportionate criteria.” The association also fears the restrictions could affect public attendance, drawing a comparison with the Pope’s visit on 22 August, arguing that similar measures could discourage turnout. It is therefore calling for precise answers to be given to businesses, including through trade associations.
