The first operational guidelines for accessing benefits under the new law supporting families, motherhood and birth rates are now available online. Following the entry into force of Law 141/2026 on 28 September, the administrative Directorate of the Social Security Institute (Istituto per la Sicurezza Sociale, ISS) has begun publishing circulars clarifying procedures, financial adjustments and the management of applications.
One of the first provisions concerns applications already underway. The statement specifies that “applications already submitted and authorisations already obtained retain their validity, being automatically aligned – from 28 September 2026 – with the new regulatory provisions”. Also online is the provision on adjusting family allowance amounts starting from October 2026.
The documents are available through the two institutional channels: “The circulars can be consulted on the Gov.sm portal, in the ‘Health and Life Situations’ section, and on the website of the Social Security Institute, in the ‘How to’ section”, the statement reports.
At the same time, the ISS is updating the forms needed for the new benefits. The form for requesting the Baby Bonus, provided for under Article 28 of the law, is already available. An email address, prestazioni.famiglia@iss.sm, has also been activated for questions on the application of the regulations, managed by the Economic Benefits and Pensions Office. Further circulars will be published progressively on the same channels.
The Secretary of State for Justice, Social Security and the Family, Stefano Canti, pointed to the shift from legislative provisions to their practical application: “With the entry into force of the law, the next step concerns its concrete usability. Coordination with the ISS is essential so that the new protections are applied in an orderly manner and so that those entitled to them can precisely identify the relevant procedures and reference points. A policy supporting families must indeed translate regulatory provisions into tools that can actually be used in people’s everyday lives.”
The ISS’s Administrative Director, Manuel Canti, outlined the work underway on procedures and documentation: “The work of these weeks is aimed at translating the new provisions into clearly defined administrative procedures that are easy for users to identify. We are proceeding area by area, updating the guidance and the necessary documentation, and keeping unchanged, where provided for by law, applications already submitted. The dedicated email address also offers a specific point of contact for questions relating to the new benefits, while further circulars will follow on aspects that require application guidance.”
