The Foreign Ministry calls for the disarmament of Hamas and reaffirms support for a two-state solution

On the third anniversary of the terrorist attacks of 7 October 2023, San Marino remembers the victims of the massacre carried out by Hamas in Israel and renews its condemnation of terrorism, antisemitism and hatred. The Secretariat of State for Foreign Affairs shares the position of the Captains Regent, Gerardo Giovagnoli and William Casali, who have expressed their closeness to the victims and their families and reaffirmed their commitment to a just and lasting peace.

“Our thoughts go out, with deep emotion, to the more than 1,200 people who lost their lives that day, to their families, and to all those who still bear the wounds. Our memory also extends to those who were kidnapped and held hostage, and to their relatives, who have lived and continue to live in the anguish of waiting,” reads the statement issued on 7 October 2026.

Alongside the commemoration, the statement reaffirms San Marino’s solidarity with the Israeli and Palestinian civilian populations, describing their protection as a necessary condition for achieving peace.

“The Republic of San Marino reaffirms at the same time its closeness to the Israeli and Palestinian civilian populations, both of which have been severely affected by years of violence and suffering. The protection of civilians, respect for international law and an end to violence are essential conditions for building a prospect of peace,” the Secretariat states.

San Marino’s position also includes a call for the disarmament of Hamas and its exclusion from any future Palestinian government. “In this process, San Marino believes it is necessary for Hamas to be disarmed and to lose its capacity to resort to terrorism and violence. Hamas can have no role in Palestine’s political future, which must be built through legitimate institutions committed to ensuring peace and security.”

The outlook remains that of a two-state solution. “It is our hope that a just and lasting peace can be achieved, founded on the security and dignity of both peoples, within the framework of a two-state solution, with Israel and Palestine able to live side by side, in peace and security, within internationally recognised borders.”

The statement concludes with an appeal to international responsibility: “The memory of the victims of October 7 must translate into a renewed commitment by the international community against terrorism and hatred, and in favour of a peaceful future for Israelis and Palestinians alike.”
