San Marino: 27 petitions put to new Captains Regent at Arengo, from disability to a referendum on Europe

Citizens raise issues ranging from savers' protection to European integration in the direct-democracy session held after the Regency's inauguration.

From protecting savers to a referendum on European integration: 27 petitions were presented to the Captains Regent Gerardo Giovagnoli and William Casali during the Arengo. The petitions were read out by the Minister of the Interior (Segretario agli Interni) Andrea Belluzzi, at the direct-democracy gathering traditionally held on the first Sunday after the Regency’s inauguration.

The largest group of petitions concerned disability, with six requests touching on, among other things, the implementation of the UN Convention on the Rights of Persons with Disabilities, the relaunch of the “San Marino per tutti” (“San Marino for Everyone”) initiative, and the right to legal capacity. Savers affected by the theft from the vault of Banca di San Marino called for urgent support and protective measures. On the healthcare front, proposals addressed therapeutic self-determination, recognition of advance healthcare directives, and the sale of over-the-counter medicines in private parapharmacies.

Labour-related issues included the abolition of the reduced entry-level salary for new public administration hires, scholarships for craft trades, and sustainable rents for workshops. Three petitions concerned cemeteries, addressing family tombs and the availability of burial niches. On cultural heritage, proposals included electronic security systems or video surveillance to protect artworks, digital copies of documents held abroad for the State Archive, and legislation on preventive archaeology.

Rounding out the list were proposals to reform the electoral preference system between residents and non-residents and to introduce multilingual translations and subtitles on the San Marino RTV app. Also requested were the closure of commercial businesses on public holidays, the establishment of a Flag Day on 17 February, and the restoration of the feast of San Quirino on 4 June.
