San Marino citizens abroad: Consulta calls for equal healthcare rights. Final resolution also covers new headquarters, Community statutes and debate on citizenship and electoral law

The same healthcare protections granted to residents should be extended to all San Marino citizens staying temporarily in the Republic, even when they live outside Europe. This is one of the requests contained in the final resolution of the 53rd Consulta of San Marino citizens residing abroad, held from October 2 to 4 at the Titano Theatre.

The proceedings, chaired by Otello Pedini, with Foreign Affairs Secretary of State Luca Beccari serving as honorary president, addressed healthcare, citizenship, relations with institutions, and the activities of the Communities.

On the healthcare front, the document recalls the prospects linked to the Association Agreement and notes that San Marino citizens residing outside Europe remain excluded from the automatic coverage described for the European area, pending agreements with the countries concerned. Hence the request: “The Consulta asks that all San Marino citizens, wherever they reside, be granted the same healthcare protections as resident citizens when they are in the Republic for temporary periods.”

Another point concerns the new headquarters of the Consulta and the Museum of Emigration on Via Paolo III. Secretary of State for Territory Matteo Ciacci presented the project, indicating the possibility of holding the 2027 Consulta there. “The Consulta asks that the timeline be respected,” the resolution states.

Alongside the new headquarters comes the issue of preserving historical heritage: “As regards the historical archive of the Museum of Emigration, the Consulta asks that it be properly safeguarded.” The document also calls for a new website, developed in collaboration with the University, and for the systematic inclusion of the museum in tourism and cultural promotion circuits managed by the Tourism Office.

Regarding the Community statutes, the resolution requests amendments to the deadlines set by the reform law of February 25, 2026. “Specifically, it is requested that the submission date to the Council of Twelve be postponed to June 28, 2028.”

There was also room for discussion on citizenship and electoral law. The presidents of the Council Commission for Institutional Reforms, Nicola Renzi and Filippo Tamagnini, outlined the agenda, explaining that the debate will take time. According to the resolution, the next session will examine the schedule of hearings, in which the Consulta has asked to be included. The body has therefore committed to defining its own representation.

Interior Affairs Secretary of State Andrea Belluzzi also spoke on the issue of citizenship rights. The document reports that the Grand and General Council (Consiglio Grande e Generale) is discussing how to “give shape to a uniform text on the matter, eliminating the layers of regulation built up over time and removing the need for amnesty measures.”

The relationship between the Communities and political parties was discussed following a remark by Renzi about the fewer opportunities for direct contact available to opposition parties. The Consulta’s position remains the one expressed in the previous session: “the need to shield the Communities from political influence.” To improve the flow of information, an online noticeboard independent of any political affiliation was proposed.

Among the other requests is the alignment of rules for San Marino amateur radio operators living abroad with those applied to resident citizens, in order to obtain a license and personal call sign. The Consulta is calling on the Secretariat of State for Industry, which holds the Telecommunications portfolio, to intervene so that applications already submitted can be accepted.

Finally, to encourage greater participation by young people from the Communities in Italy in the Cultural Stays program, a change to the curriculum was requested, particularly regarding Italian language lessons. The Communities are encouraged to raise awareness among their young members to boost participation.
