A lengthy session of the Grand and General Council (Consiglio Grande e Generale) opens tomorrow, Monday 7 September, convened over the days of 7, 8, 9, 15, 16, 17, 18, 21, 22 and 23 September. The agenda is particularly packed, featuring 29 items and several measures set to fuel political debate in the coming weeks.
Among the first issues on the table is the ratification of the agreements between the Government and trade unions on public employment, which provide for the recognition of the 2025 pay increase and an advance payment for 2026. Also due for second reading are amendments to legislation on trade union freedom and activity and the right to strike, new measures supporting families, maternity and the birth rate, incentives for sporting activity, and updates to fiscal provisions in the banking, financial and insurance sectors.
Among the most significant items is also the popular-initiative bill on advance healthcare directives and end-of-life care, which has reached its second reading. There will also be room for a reform of the Council’s Rules of Procedure, the State Congress’s report on asset-recovery initiatives, and the reports on the child sexual abuse case, which will be followed by debate in the chamber.
Numerous measures will also make their debut at first reading. These include a law on the prevention and combating of violence and harassment in the workplace, for which urgent procedure will be requested, new rules on separation and succession between spouses, and two separate bills on vehicle rental — one put forward by Domani–Motus Liberi and the other by the Government. The agenda also covers social housing, home schooling, the International Commercial Arbitration Chamber, and the reform concerning disability assessment and targeted employment placement.
In the concluding part of the session, the Arengo Petitions (Istanze d’Arengo) will also return, together with the report by the Head of the Judiciary on the state of justice in 2025. Closing the lengthy Council calendar will be one of the most important institutional appointments: the election of the Captains Regent for the six-month term from 1 October 2026 to 1 April 2027.
