The Institute for Social Security (ISS) is expanding the tools available for purchasing medicines, medical devices and healthcare supplies. An operational protocol has been approved with the Directorate-General for Personal Care, Health and Welfare of the Emilia-Romagna Region and with Intercent-ER, the region’s central purchasing agency.
The agreement builds on a collaboration already under way between San Marino and the Emilia-Romagna Region, and will allow the ISS to evaluate, whenever it deems it advantageous, joining the aggregated tenders managed by the regional purchasing body, while still retaining full autonomy over its own procurement procedures.
The aim is to provide the Institute with an additional tool to secure more favourable economic terms, ensure continuity of supply, and improve procurement planning in a sector marked by increasingly specialised needs and rapid technological change.
“This protocol confirms the importance of building solid, concrete partnerships with institutions with which San Marino shares long-standing relations,” said Secretary of State for Health Massimo Andrea Ugolini. “Having effective cooperation tools means strengthening the ISS’s capacity to respond and ensuring increasingly high-quality services for citizens.”
For the ISS’s administrative director Manuel Canti, the agreement represents the completion of a process that has been awaited for years: “The Institute now has one more tool to compare different purchasing opportunities and choose, case by case, the solution best suited to its needs, with attention to the quality of supplies and the sustainability of spending.”
Satisfaction was also expressed by general director Claudio Vagnini, who thanked the Emilia-Romagna Region, Intercent-ER and all the technical staff involved in drawing up the agreement. “When different institutions work together with trust and concrete commitment, they build something that goes beyond a single administrative act. This protocol is a sign of an institutional relationship that continues to grow stronger in the interest of citizens.”
