New median barriers, underpasses and overpasses to replace the most dangerous crossings, improved lighting and safer bus stops. This is the programme outlined today to the Fourth Commission by Secretary of State for Territory Matteo Ciacci to improve safety on San Marino’s superstrada (main highway).
“The superstrada has become dangerous, pedestrian crossings represent one of the most significant risks and structural measures are needed that can no longer be postponed,” said Ciacci. A survey along the 8.5 kilometres of the road identified around twenty critical points concerning pedestrian crossings.
The plan calls for gradually replacing the riskiest at-grade crossings with passages above or below the road. For some, officials are instead considering removing them altogether without building new structures. The programme also includes improving the safety of public transport stops and strengthening lighting along the route.
For the median strip, class H2 barriers are planned, offering high resistance even against heavy vehicles. The first trial intervention is scheduled right after the Dogana underpass, between the end of this year and next. The main funding is earmarked for 2027.
The discussion revealed calls to speed up the work, tempered by an acknowledgement that the project will take time. Matteo Casali (RF) recognised that the responsibilities stem from decisions made long ago, pointing to urbanisation along the superstrada as one of the causes behind the increased risks. He nonetheless called for a comprehensive project, complete with a usage and maintenance manual for the road, alongside a management plan for the rest of the road network.
On the timeline, Aida Maria Adele Selva (PDCS) said: “Work is proceeding by trying to make the busiest and most problematic stretches safer, but meeting these demands requires time and vision, also given the range of issues involved.”
Gian Carlo Venturini (PDCS) also pointed to the weight of past urban planning decisions. In particular, he identified the repeal of the superstrada’s protective buffer zone under the 1981 master plan as one of the steps that contributed to today’s difficulties. He voiced support for upgrading the barriers and for the course of action presented by Ciacci, while acknowledging that implementation will take a long time.
Gaetano Troina (D-ML) drew attention to a specific spot: the crossing beneath the Baldasserona access point. Here, the configuration of the stairway limits visibility of pedestrians approaching the roadway. He called for interventions at the crossings that remain critical, along with greater public awareness about crossing safely.
