The alcohol restrictions planned for Rallylegend are stirring debate among tourism operators. USOT has criticized the process behind the September 30 decree-law and is asking the State Congress for a meeting before the event, scheduled for October 8-11, to review the measures and clarify how they will be applied.
The association, which represents hotels, bars and restaurants, says it was not consulted in advance, despite the impact on service organization and customer management. “This is a politically misguided choice, one that reduces operators to mere recipients of obligations and penalties, rather than recognizing them as partners in managing hospitality and major events.”
At the heart of the dispute is the ban on the sale, serving and consumption of alcohol between 9pm and 3am, in the areas affected by the rally and within 500 meters of them. According to USOT, the measure fails to distinguish between situations of genuine risk and ordinary table service or hotel guest accommodation. The association is therefore calling for restrictions proportionate to actual risks, pointing out that businesses have already planned their purchasing, staffing and bookings accordingly.
Another point of contention concerns the penalties, set at 1,000 euros and, in cases of repeat violations by operators, 2,000 euros along with suspension of their license. USOT is calling for a clear mapping of the zones involved and precise instructions regarding the bans. While sharing the goal of ensuring safety, the association reiterates the need to involve trade groups before decisions are made: “We are ready to do our part. But this willingness needs to be met with a method of governance that recognizes the role of trade associations and involves them before decisions are taken.”
