From 9pm to 3am, on all four days of Rallylegend, from 8 to 11 October, it will be forbidden not only to sell and serve alcohol within the race areas and a 500-metre radius, but also to drink it.
This is established by decree-law no. 147 of 30 September. The decree also fines spectators caught drinking €1,000: €2,000 for repeat offenders, who also risk the so-called Daspo stadium ban. It also outlaws glass, cans, firecrackers, smoke bombs and chainsaws revved up purely to make noise.
The Office for Economic Activities (Ufficio Attività Economiche) has already written to business owners, highlighting the ban in capital letters. It asks them to take all necessary organisational measures to ensure compliance: no alcohol between 9pm and 3am, “regardless of the method” of sale or service. The decree applies to bars, shops, refreshment points, stands and temporary structures.
There are no exceptions for consumption at a table or inside venues, and no distinction between public and private spaces. In practice, within the designated perimeter, after 9pm not even a glass of wine can be served with dinner.
The perimeter includes the event areas and those listed in ordinance no. 264 of 24 September issued by the Secretariat of Internal Affairs, plus everything within a 500-metre radius. To give a sense of scale: last year the road closures for the race affected seven out of nine Castelli, including the historic centre of the City of San Marino.
For glass and metal containers, however, there is no time limit.
For the entire duration of the event, at any hour, it is forbidden to sell for takeaway or outdoor consumption any drink or food in glass or metal bottles or containers, including non-alcoholic beverages. Spectators attending the stages will not be allowed to bring bottles, cans or even rigid water bottles: only paper or lightweight plastic containers are permitted.
It is also forbidden to bring, hold, light or throw firecrackers, fireworks, rockets, smoke bombs, torches, flares and pyrotechnics, except for authorised professionals and approved shows.
The same applies to chainsaws, brush cutters and other combustion engines used to make noise, even if dismantled or modified. The ban also covers homemade devices with engines or exhausts designed to amplify sound. Race vehicles, service, rescue, security, civil protection and maintenance vehicles are excluded.
Fines, when the offence does not already constitute a crime, will be issued directly by law enforcement.
For business owners who violate the alcohol or glass ban, fines start at €1,000. On a second violation within the same edition, the fine rises to €2,000, along with suspension of their operating licence.
For everyone else, from a glass of wine to a firecracker, the fine is €1,000. For repeat offenders it rises to €2,000, plus the application of law no. 65 of 4 May, which introduced the Daspo ban. Under this law, the Commander of the Gendarmerie can prohibit access to sporting events for between one and five years, and, for non-residents, even bar entry into San Marino during such events.
Enforcement will be carried out by the Gendarmerie, Civil Police and Guardia di Rocca, with the Gendarmerie able to call on private security firms for support.
The decree comes exactly one year after the incident involving firecrackers thrown into the crowd.
On 4 October 2025, during the “La Casa” special stage, a barrage of large firecrackers thrown among spectators injured eight people and halted the race. In the days that followed, residents and associations reported unruly behaviour, litter and fireworks.
That edition had relied on more stewards, more patrols and drones; no bans of this kind existed in previous years.
In April, the Daspo law was introduced. While the opposition agreed with its underlying principle, it argued the measure would be ineffective for a crowded, open-air event like Rallylegend.
