San Marino has opened the selection process to identify the country’s next member of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). The position will become vacant as of 19 December 2027, and applications may be submitted until 26 October 2026.
The announcement was made by the San Marino National Delegation to the Parliamentary Assembly of the Council of Europe, which published the call for applications in accordance with procedures set out at the European level.
“The CPT is a Council of Europe body that carries out a system of visits to member states in order to inspect places of detention and examine the treatment of persons deprived of their liberty, as well as the conditions of their confinement,” the statement reads. “Its members are independent and impartial experts with expertise across a wide range of professional fields, and they carry out their mandate in an individual capacity.”
The member will be elected by the Committee of Ministers of the Council of Europe from a shortlist of three candidates proposed by the National Delegation to the Parliamentary Assembly.
Applications are open to San Marino citizens with expertise in human rights or professional experience in fields relevant to the European Convention for the Prevention of Torture. Candidates must also demonstrate excellent command of at least one of the Council of Europe’s two official languages, English or French, together with at least a passive understanding of the other.
The statement also notes that a CPT report has called for “a greater number of members among its ranks specialised in law enforcement work, doctors specialised in forensic medicine, and specialists in the psychiatric field.”
Interested candidates must prepare their curriculum vitae according to the template published on the Grand and General Council (Consiglio Grande e Generale) website, submitting it in Word format and in three language versions: Italian, English and French. The documentation must be sent to the Institutional Secretariat Office by 26 October.
“Following an initial screening of the applications, candidates who meet the required criteria will be invited to an oral interview with the National Delegation, acting as the Selection Committee, in order to assess their qualifications, motivation and availability,” the note specifies.
At the end of the process, a shortlist of three candidates will be drawn up and forwarded to the relevant committee of the Council of Europe’s Parliamentary Assembly in Strasbourg for the subsequent stages. The CPT member’s mandate lasts four years.
