San Marino’s Grand Council returns: budget, end-of-life law and new gendarmerie chief on agenda

Nine days of sessions open at Palazzo Pubblico with votes on the 2026 budget, end-of-life legislation and the nomination of a new Gendarmerie commander.

Nine days of sessions, dozens of measures to examine, and a return to Palazzo Pubblico. A new session of the Grand and General Council (Consiglio Grande e Generale) opens today, Wednesday 21 October, with an agenda ranging from public finances to civil rights, and culminating in the appointment of the new commander of the Gendarmerie.

The Chamber will sit at the Kursaal on 21 and 22 October and again from 26 to 29, before returning to its institutional seat from 4 to 6 November.

After the opening communications, councillors will resume debate on the law on incentives for sport, before moving on to the amendment of the state and public bodies’ budget for 2026.

Among the measures up for second reading is a popular initiative proposal on end-of-life issues and advance treatment directives. The bill against workplace violence and harassment, meanwhile, will be examined under urgent procedure.

Considerable time will be devoted to first readings, including bills on social housing, home schooling, separation and inheritance between spouses, vehicle rental and sporting activity. Also on the agenda are reforms to disability assessment and targeted job placement, as well as a popular proposal to safeguard public access to the former Tiro a Volo (shooting range) area.

Thirty-one decrees are up for ratification, including those concerning fuel prices and social tariffs. Agreements relating to the Public Administration are also on the order of the day.

Among the appointments, the nomination of the new Gendarmerie commander stands out. The government is proposing Carabinieri Colonel Paolo Zuccarelli, who is set to take over from Faraone.

Three matters postponed from previous sessions remain to be addressed: the state of justice in 2025, initiatives for asset recovery to protect the State, and reports on the case of child sexual abuse.
