AASS social tariffs 2027: requirements and application process change

New rules introduced by Delegated Decree 117/2026 change how households can apply for AASS social tariffs, with a new online option via gov.sm.

The rules for accessing AASS social tariffs in 2027 are changing. The Azienda Autonoma di Stato per i Servizi Pubblici (State Public Services Authority) has announced the changes introduced by Delegated Decree 117 of 10 August 2026, which revises both the calculation criteria and the application procedures.

The first change concerns deadlines: applications must be submitted between 1 and 31 October 2026. For the first time, it will also be possible to complete the process entirely online through the gov.sm portal, after requesting access to the “Refass” service. Among the new options is also free access to FTTH fibre-optic internet connectivity services on the AASS network for domestic use.

The concessions apply to electricity, gas and water services and will be granted to domestic users who meet the required criteria. In particular, annual per capita household income must be equal to or below €9,000, calculated according to the criteria set out in the regulation. Specific conditions are also envisaged for unemployed household members, who must be registered on job placement lists where required.

In addition to the new digital procedure, applications can still be submitted in paper form at the AASS offices in Cailungo, sent by registered mail, or transmitted via T-Notice with a certified digital signature. Support with filling out the application will also be available, where needed, through associations and organisations designated by the Authority.
